Why does the color fade and bloom back?

The top layer of skin is still healing, so even though the outer color has flaked from the lips, the tattooed skin is still recovering and healing. This healing skin can be a milky/silvery color, this opaque healing skin is filtering the pigment underneath it,  which is why the color blooms back through over the following weeks as the healing skin is restored back to its original condition.
